Senior Human Resource Development Officer
The Office of the Director of Public Prosecutions Kenya is an independent prosecutorial authority established by Article 157 of the constitution of Kenya.The Office of the Director of Public Prosecutions (ODPP) is the National Prosecuting Authority in Kenya which has been mandated by the Constitution to prosecute all criminal cases in the country. The Director of Public Prosecutions (DPP) is the head of the ODPP and operates independently as stipulated under Article 157 of the Constitution. However, the DPP is required to be accountable to the Public by presenting an annual report to Parliament and the President on the performance of the ODPP. The DPP may also be required, on a need basis to present a report to Parliament on a matter of national or public interest.
Qualifications
- Postgraduate Diploma
For appointment to this position, a candidate must have:
- Served in the grade of Senior Human Resource Development Officer II DPP 8 or in a comparable and relevant position in the wider Public Service for a minimum period of three (3) years;
- Bachelor’s degree in either, Sociology, Public/Business Administration, Human Resource Management or any other relevant qualification from a recognized Institution;
- Post graduate diploma in Human Resource Management or its equivalent from a recognized institution;
- Demonstrated merit and ability as reflected in work performance and results;
- Be a member of the Institute of Human Resource Management; and
- Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2010; Integrity, Honesty and Accountability.
Duties & Responsibilities
An officer at this level will be responsible to the Principal Human Resource Development Officer. Specifically, duties and responsibilities will include:
- Implementation of the human resource development strategy;
- Compiling data for officers to be bonded and collection of the training levy as stipulated in government regulations and guidelines;
- Implementation of the ODPP training and development policies and procedures;
- Compiling data for the preparation of Parliamentary Budget Reports and Briefs on utilization of Training and Development funds;
- Implementation of decisions and guidelines of the Human Resource Advisory Committee -Training;
- Implementation of performance management system in the division;
- Secretariat to the Human Resource Advisory Committee – training;
- Receiving, vetting and processing training requests for deliberation by the Human Resource Advisory committee;
- Preparing reports on the effectiveness of the human resource development policies and procedures and identify gaps for review and recommendations;
- Implementing training projections and programmes;
- Reconciliation of the skills inventory and talent register for the ODPP for reference on key decision making by the management and staff;
- Implementing Minutes of the Human Resource Advisory Training Committee to ensure compliance with the Committees’ decisions for staff motivation and enhanced performance; and
- Participating in the recruitment and placement of pupils and interns.
