Assistant Director Human Resource Management

The Office of the Director of Public Prosecutions Kenya is an independent prosecutorial authority established by Article 157 of the constitution of Kenya.The Office of the Director of Public Prosecutions (ODPP) is the National Prosecuting Authority in Kenya which has been mandated by the Constitution to prosecute all criminal cases in the country. The Director of Public Prosecutions (DPP) is the head of the ODPP and operates independently as stipulated under Article 157 of the Constitution. However, the DPP is required to be accountable to the Public by presenting an annual report to Parliament and the President on the performance of the ODPP. The DPP may also be required, on a need basis to present a report to Parliament on a matter of national or public interest.

Duties & Responsibilities

An officer at this level will be responsible to the Senior Assistant Director, Human Resource Management.

Specifically, duties and responsibilities at this level will include:

  • Implementing human resource management strategies;
  • Supervising labour relations management at ODPP through the interpretation of labour laws for the user departments and advise on collective bargaining agreements and negotiations with the union;
  • Supervising career development and succession management strategies;
  • Supervising the development, implementation of the divisional budget and utilization of the division allocated funds;
  • Mentoring and coaching staff in the division to enhance organizational performance and succession management;
  • Supervising implementation of performance management system;
  • Analysing reports on the effectiveness of the human resource policies and procedures and identify gaps, present the gaps to the top management for review and recommendations;
  • Supervising the undertaking of Work Environment survey to identify issues affecting staff and develop strategies to address them;
  • Supervising the preparation of Budget for ODPP Car loan scheme;
  • Supervising preparation of Budget for the ODPP Mortgage scheme;
  • Supervising leave management to ensure continuous service delivery;
  • Supervising processing of pension claims for staff who have retired from; and
  • Monitoring implementation of Employee wellness programs to address, mental health, alcohol, drug and substance abuse, debriefing and counselling among others.

Qualifications

  • Masters Degree

For appointment to this grade, a candidate must have:

  • Served in the grade of Senior Principal Human Resource Management Officer DPP 5 or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of two (2) years; ii) Bachelor’s degree in Sociology, Public/Business Administration Human Resource Management/Staff Management or any other relevant qualification from a recognized institution;
  • Post graduate diploma in Staff/Human Resource Management or its equivalent from a recognized institution;
  • Master’s degree in Human Resource/Staff Management, Business Administration, Public Administration or their equivalent qualifications from a recognized institution;
  • Demonstrated a thorough understanding of National and ODPP goals, policies and development objectives;
  • Registered as a Professional Member with the Institute of Human Resource Management (IHRM) with a valid practicing license; and
  • Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2010; Integrity, Leadership, Honesty, Accountability and Discipline in the service to people.
  • NOTE: Possession of a Strategic Leadership Development course lasting not less than six (6) weeks from a recognized institution will be an added advantage.
